Applied Technologies Group, Inc. (ATG) is a government service provider location in Huntsville, Alabama. We are seeking to hire a Senior Contracts Manager. The Senior Contracts Manager will work closely with ATG Leadership and will manage the formulation of contracts policies, procedures, methods, operating practices and performance standards for the Contracts department.

The ideal candidate will have a diverse background in government contracts administration and compliance as well as comprehensive knowledge of contracting, pricing, and business management. In-depth knowledge of FAR/DFAR and other applicable government regulations is paramount.

Responsibilities, may include but are not limited to:

  • Perform operations on, have access to, or handle data and information that may contain classified, sensitive, proprietary, or privacy information or data.
  • Manages day-to-day administration of contracts and subcontracts.
  • Supervise, develop and train lower level employees in Contract Administration process.
  • Manage and integrate daily work activities of assigned employee(s) to ensure compliance with corporate, contract and legal requirements.
  • Manages the process for updating contract information in contract's database ensuring all data is current and complete.
  • Prepares requests for proposals for distribution to vendors and audits existing contracts, overseeing any contract modifications and monitoring performance of each signed contract.
  • Coordinate with the Finance department to ensure correct billing and collection of contractual revenues, maintains a computer database for the company's contract management system, and develops, maintains, and provides contract metrics to the program manager and leadership team to improve project performance and compliance.
  • Notify ATG Leadership and Program Management of potential non-compliance and other problems that could have an adverse impact to the company.
  • Complete the contract closure process in close coordination with the program manager and senior leadership team and prepares reports on the status of contracts for management.
  • Prepare and negotiate NDAs, Teaming Agreements, Subcontract Agreements, Consulting Agreements, Leasing Agreements, Organizational Conflict of Interest Certifications and other contractual correspondence within limits of authority delegated by the ATG President.
  • Manages the proper coordination of various types of agreements, subcontracts and other contract/legal documents with accounting, legal, program management and other organizations as necessary.
  • Analyze all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws, regulations and company policies, procedures, goals, and objectives.
  • Assist functional departments in contractual interpretation and compliance.
  • Conducts analysis of new laws, regulations and contract trends to determine potential impact on the business.
  • Review and recommend process improvement in all areas of contracts, including: Processes and Procedures; Drafting, Evaluation, Negotiation, and Execution; NDAs, TAs, Subcontracts, Consulting and Licensing Agreements.
  • Advises and guides Contracts department in export and control and licensing matters to ensure the upper management is kept fully aware of company's compliance.
  • Manage and prepare export license applications and agreements to include ITAR.
  • Coordinate with Finance department the development of cost proposals to address request for proposal (RFP) requirements and approved cost strategies in accordance with cost estimating system requirements, company policies, and government regulations.
  • Interface with contracting office to address and generate questions for Government issued RFI, DRFP and RFP's.
  • Performs other duties as assigned.

 Experience and Education Requirements:

  • Bachelor's degree in contracts, accounting, business or related field.
  • 7+ years high-level experience in Government contracts, subcontracting, and pricing/costing required.
  • 2+ years supervisory experience in contracts preferred.

Qualifications:

  • Proven experience administering various contract types (Cost Plus Fixed Fee, Cost Plus Incentive Fee, Firm Fixed Price) and IDIQs/Task Order processes for BPAs (EXPRESS, GSA, OASIS, EPASS, TEAMS).
  • In-depth knowledge of legal and regulatory requirements related to proposal preparation, contract negotiation and the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR) and other US Government procurement regulations.
  • Thorough understanding SBA rules and regulations.
  • Knowledge of international business management and International Traffic in Arms Regulations (ITAR).
  • Expertise in all phases of contract/subcontract administration for highly technical and complex contracts.
  • Hands-on experience preparing proposal documents for various contract types based on RFP requirements.
  • Extensive knowledge of Contracts/Subcontracts terminology and business practices.
  • Working experience in preparing and executing subcontract agreements.
  • Experience pricing proposals and reviewing for completeness and price reasonableness.
  • Ability to work in a teaming environment and have the personality to interface with Government and contractor personnel in fast-paced environment.
  • Effectively manage competing priorities and deadlines and handle multiple tasks.
  • Must handle confidential information with discretion.
  • Excellent verbal and written communication skills.
  • Effective leadership skills. 
  • Effective analytical skills with the ability to recognize inefficient processes and recommend potential solutions.
  • Detail oriented and in-depth organizational skills.
  • Intermediate level of computer skills and experience with Microsoft Office suite of products (Microsoft Excel, Word and Outlook).
  • Legal/paralegal experience a plus.
  • Ability to obtain and maintain a SECRET Clearance.
